Most CMMS systems rely on either one person on a Help Desk who is solely responsible for inputting the work orders or the work orders are created by the maintenance personnel who have performed the work. MSTS is so simple to use that anyone from Operators up to Managers can create the work orders which tends to generate a more detailed request.
